Master Specification Management System
The Master Specification Management System is based on two applications, RIB SpecLink and Jira Service Management (JSM). JSM is used to manage version control, revisions, and any issues related to the Master Specifications while SpecLink is used to store the Master Specification database.
What is Jira Service Management (JSM)?
Jira Service Management (JSM) is a platform used to manage service requests. With master specifications, it is the software used to track incoming requests for specification revisions as well as manage an internal review cycle for each specification.
For Jira Stakeholders (Spec owners, reviewers, discipline leads, and experts)
JSM is essential to the effective management of the Master Specifications. The key roles in the workflow includes Specification Owners, Peer Reviewers, Discipline Owners and SpecLink Experts.

Request a Specification Revision
Facilities Engineering encourages feedback to continuously improve Berkeley Lab Master Specifications.
If you identify an issue, improvement opportunity, or clarification needed within a specification, submit a revision request.
Revision requests are reviewed by the assigned specification owner and tracked through the Facilities Engineering service portal.

What is SpecLink?
SpecLink is the system used by Facilities Engineering to develop, manage, and maintain Berkeley Lab Master Specifications.
The system provides:
- Structured specification authoring
- Centralized specification management
- Version control and revision history
- Coordinated review between specification owners and contributors
SpecLink enables Facilities Engineering to maintain a consistent and high-quality specification library for Berkeley Lab projects.
Who Uses SpecLink?
SpecLink access is limited to individuals involved in maintaining Berkeley Lab Master Specifications.
Typical users include:
- Specification Owners
- Specification Contributors
- Specification stakeholders from divisions across the Lab
- Specification management Experts and Administrators
Most design consultants and project stakeholders do not require SpecLink access

If you have been designated as a specification owner or contributor, you may request access below. Only LBL.gov stakeholders will be provided access to SpecLink.
Future Capabilities
SpecLink currently manages Berkeley Lab Master Specifications.
Future phases may support project-specific specification development, improving coordination between project teams and the Berkeley Lab specification library.
Master Specification Management Program
- Can specification owners directly edit their specs within SpecLink?
- No, direct editing access is reserved for “Expert SpecLink Editors” (see SpecLink Roles and Responsibilities). Specification owners may perform necessary updates by submitting a Jira request and following the master specification update workflow.
